VitaDAO Guardian Application Framework implementation

Introduction

As part of VitaDAO’s transition to a new organizational structure (VitaDAO 2.0), this document outlines the governance framework for electing Guardians. Based on VDP-148, which introduced a structure combining high-stake monitorship with decentralized autonomous execution, Guardians play a crucial role in upholding VitaDAO’s mission and mandate.

This framework aims to ensure a fair, transparent, and effective process for selecting Guardians who will steer VitaDAO’s direction and oversee its operations. The application process is designed to balance the need for significant stake in the DAO with community involvement and accountability.

The initial Guardian application will approve no more and no less than 5 people to serve as Genesis Guardians. Two seats will remain open so as to incentivize greater contribution from members that aspire to serve as Guardians.

Eligibility Criteria

  1. Token Threshold: Candidates must be in the top 1% of governance power holders (214,000 VITA as of July 31 2024), including delegated tokens.
    • The exact token threshold will be determined based on analysis of top token holders from Etherscan or a similar source.
    • Members can serve as delegatees to reach the minimum required tokens for candidacy.
  2. Commitment: Candidates must be prepared to:
    • Attend bi-weekly internal meetings and semi-annual face-to-face gatherings.
    • Fulfill Guardian responsibilities as outlined in VDP-148.
    • Risk a limited amount of their governance power based on performance metrics. Guardians will undergo a quarterly performance review based on predefined metrics.
    • Approved Guardians will provide quarterly reports to the community on their activities and decision-making processes.

Application Process

  1. Duration: The application period will last for 5 days. (until August 5, 2024)

  2. Submission: Eligible candidates must submit their applications in the token gated discord channel (guardians-applications Discord channel)

  4. Publication: Snapshot voting.

Vetting Process

Eligibility Check: Candidates that meet the token threshold requirement( 214,000 VITA).

Voting Mechanism

  1. Platform: Voting will be conducted through a single Snapshot vote.
  2. Weighted Voting: A weighted voting system will be used, allowing token holders to distribute their votes across multiple candidates.
  3. Voting Power: Each token holder’s voting power will be proportional to their aggregated governance power, including delegation, at the time of the snapshot.
  4. Duration: The voting period will last for 7 days after the vetting process concludes.
  5. Options: Voters can support multiple candidates or choose to abstain.

Application Results and Appointment

  1. Approved applications: Candidates receiving the highest aggregate support will be elected as Guardians.
  2. Initial Application: The first election will appoint 5 Genesis Guardians, leaving 2 seats open for future appointments.
  3. Subsequent Applications: Future guardians will fill open seats or replace departing Guardians as needed following a similar process.
  4. Announcement: Applications results will be publicly announced within 24 hours of the voting period closing.
  5. Onboarding: Newly approved Guardians will undergo an onboarding process to familiarize them with their responsibilities and current DAO operations.

Performance and Accountability

  1. Removal Process:
    • Underperforming Guardians can be removed by a supermajority vote of other Guardians at any given time.
    • The community can also trigger a removal process through a VDP, requiring a supermajority vote of token holders.
  2. Appeals: Any Guardian appointment or removal can be appealed by the community through a VDP up to 30 days following the event.

Amendments to the Framework

This guardians application framework can be amended through the standard VDP process, requiring community approval. Any changes will take effect in the next guardian application cycle unless otherwise specified, after a new mandate is approved (2026+).
